The black and red have not been stripped. The white and green wires have been stripped. 8v dc negative ground out on my meter without a load. This is odd because the white black red green are input and output pairs.
I tested this with 12v dc 2 amps positive ground in and did indeed get 13. Seems to be in great condition no real signs of use other then the wire stripped and a few scuffs marks from corrugated box. The box is solid but its very stained and grubby includes schematic, a catalog flyer warranty papers. This was given to me, I told it is unused however cannot decides whether list new.
